With the bill's passing, up to 400,000 people who have been denied their constitutional rights and are stateless in their own country now have a path to citizenship.
President Ramchandra Poudel signed the measure amending the Citizenship Act on Wednesday.
The Citizenship Amendment Act was signed into law by Nepal's President, Ramchandra Paudel, on January 28, 2021. The Act changes the Citizenship Act of 2006 to allow Indian citizens married to Nepali citizens to get naturalized Nepali citizenship if they meet specific eligibility conditions. It also allows people of complete Indian heritage, with the exception of children born to unknown parents, to get naturalized Nepali citizenship.
Following a Cabinet meeting on May 26, the government requested that the President authenticate the measure, which former President Bidya Devi Bhandari had repeatedly refused to support.
According to President's Legal Adviser Baburam Kunwar, the President has authenticated the measure to modify the Citizenship Act.
With the bill's passing, up to 400,000 people who have been denied their constitutional rights and are stateless in their own country now have a path to citizenship.
Former President Bidya Devi Bhandari has already declined to authenticate the amendment measure twice. On August 14, last year, Bhandari returned the measure to the House of Representatives for examination, along with her 15-point objections and comments. Both the Houses of the Federal Parliament endorsed the bill as it was, without considering Bhandari’s suggestions.
When the bill was sent to the President’s Office for authentication for a second time, Bhandari let the 15-day deadline pass. Bhandari retired on March 9 without authenticating the bill.
