Why Nepal's Presidents Are Mired in Controversy?

 President Ram Chandra Poudel, like two previous presidents, has not been immune to criticism.


First President Ram Baran Yadav and second President Bidya Devi Bhandari were both chastised for certain actions taken during their terms.


Yadav was entangled in a scandal because the then-Prachanda-led administration failed to enforce the order to retire then-Chief of Army Staff Rukmangad Katwal.

After being unwell in April, President Poudel traveled by air ambulance to Delhi, India, with a team of doctors and family members for additional treatment.


It received widespread criticism for spending millions of rupees on medical treatment, including travel expenses. 


As the outpouring of anger grew, the President's personal secretariat released a statement claiming that he preferred to cover the medical costs on his own.


"All the sisters and brothers who have been treated at the All India Institute of Medical Sciences (AIIMS) in New Delhi, India, on the advice of doctors, are well-known after Honorable President Ram Chandra Poudel's health condition did not improve during treatment at Tribhuvan University Teaching Hospital," the statement read.


"The expenses incurred during the treatment are conveyed to the honourable President himself for information."


Many people praised the announcement. But the compliments didn't stay long.


The likelihood of receiving medical expenditures from the state exchequer was slim due to procedural flaws, after which the information of such an announcement from the president became public.


If treatment is not accessible in Nepal, the government will fund the expense of treatment overseas on the suggestion of the Medical Board, according to the existing laws governing the President's and Vice President's service facilities.



President Poudel, on the other hand, had gone to Delhi for medical treatment despite the board's recommendation.

2. Pardon for prisoners



On the recommendation of the Council of Ministers, the President has begun pardoning some inmates in prison on Republic Day.


On the occasion of this year's Republic Day, the President granted amnesty to 501 inmates.


Many of them are upset about the release of former MP Resham Chaudhary from prison.


The wife of a police officer has also filed a writ case in the Supreme Court challenging Chaudhary's release from prison after being convicted in the Tikapur incident.

While one contends that the president should have returned the council of ministers' suggestion, the other contends that the constitutional president has no choice but to follow the government's decision.


A former Supreme Court judge told the BBC: "Even if the cabinet made such a recommendation, the president should have exercised his judicial mind."


According to the president's advisers, the president has pardoned inmates in compliance with existing laws and laws.
